Information about the CARES Act
The Coronavirus Aid, Relief, and Economic Security (CARES) Act provides $25 billion to transit agencies to help to prevent, prepare for and respond to the COVID-19 pandemic. The total available amount for each program is based on funding appropriated under the Act.
Zero-Emission Technology Inventory
The Zero-Emission Technology Inventory (ZETI) offers users an interactive look at the most up-to-date offerings on zero-emission buses. Powered by CALSTART’s Global Commercial Vehicle Drive to Zero program, ZETI is regularly updated to reflect new offerings. Users may search by technology, manufacturer and location.

Infrastructure Resources
This group of infrastructure guides, created by the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, offers transit agencies a step-by-step blueprint to creating the infrastructure they need to support fleets.
The California Air Resources Board (CARB), in partnership with CALSTART, launched HVIP in 2009, to accelerate the purchase of cleaner, more-efficient trucks and buses in California.
Since then, more than $447 million has been allocated to the program. The investment will bring the total number of ultra-clean trucks and buses operating on California’s roadways to more than 7,000 over the next two years with more on the way.
HVIP is administered by the clean transportation non-profit CALSTART, and is part of California Climate Investments, a statewide initiative that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment – particularly in disadvantaged communities.
